# sk98021 - During reboot of Active member in VSX cluster, the state of Standby member is "HA not started" instead of "Active"

## Symptoms

- * During reboot of Active member in VSX cluster (applies to both HA and VSLS), the state of Standby member is "`HA not started`" instead of "`Active`".

* During reboot of Active member in VSX cluster (applies to both HA and VSLS), output of '`cphaprob state`' command on the Standby member shows that a Virtual System disappears. This happens for a few seconds, and then that Virtual System reappears.  

  This will, however, cause a slight outage on that Virtual System.  

  `/var/log/messages` file shows during that time:  

  `;Global param: set int fwha_delete_vs to '`*<VSID>*`'`

## Cause

Standby cluster member incorrectly hibernates (moves to "Backup" state).
