# sk89460 - Policy installation fails with "INTERNAL ERROR in fwc_make_stab: too many tables"

errors in SmartDashboard when policy installation fails.
## Cause
Security Management Server is unable to properly compile a security policy that contains a table per each IP address/range, which creates a large number of tables, assuming rulebase has many rules.
The tables referred to in the "`INTERNAL ERROR in fwc_make_stab: too many tables`" error are temporary tables that are being created while the policy installation is in progress.

Background {#Background}
------------------------
[Contact Check Point Support](http://www.checkpoint.com/services/contact/index.html) to get a Hotfix for this issue. A Support Engineer will make sure the Hotfix is compatible with your environment before providing the Hotfix.
**In order to resolve this issue, follow this action plan:**
1. For **all versions** , a new environment variable has to be defined manually - **`EXPLICIT_RULES_LIMIT`** .
2. For **all versions** , Check Point services have to be restarted in order to apply the new environment variable `EXPLICIT_RULES_LIMIT` (on Windows OS, the machine has to be rebooted).
3. In case of Management HA configuration, these changes must be made on all Security Management Servers / Multi-Domain Security Management Servers (Primary and Secondary).

***Clarification*:**
**The real issue is related to the number of objects in Source/Destination.**
Say, the typical/average rule contains "X" objects/IP addresses/Ranges in Source/Destination, the original code before the fix, contained a table per each IP address/range, which creates a large number of tables, assuming rulebase has many rules.
After installing the the hotfix (and after defining the environment variable) it will not create a table - it will write the rule explicitly with the IP addresses of the included objects.
The environment variable `EXPLICIT_RULES_LIMIT` determines how many objects are allowed to be written explicitly inside the rule (without creating the tables during compilation).
If you define '`EXPLICIT_RULES_LIMIT = 5`', it means that if you have a rule with Source and Destination where the number of IP addresses/ranges is less than or equal to 5, it will be written explicitly instead of referring to tables.
Hotfix Description {#Hotfix Description}
----------------------------------------
1. **How the fix is provided (already integrated in R75.46):**
1. In case, the version of managed Security Gateway and version of Security Management Server / Multi-Domain Security Management Server are ***identical*** , the fix is provided as a hotfix package, which has to be installed on Security Management Server / Multi-Domain Security Management Server.
2. In case, the version of managed Security Gateway is ***lower*** , than the version of Security Management Server / Multi-Domain Security Management Server, the fix is provided as a single binary file '`fw_loader`', which has to be placed inside the relevant Compatibility directory on Security Management Server / Multi-Domain Security Management Server.
**Note** : For R80.x Management Server with Any version of Gateway (except R76), no Hotfix is required, just follow Step 2 - How the fix is controlled.
2. **How the fix is controlled:**
The fix is controlled through environment variable for operating system - **`EXPLICIT_RULES_LIMIT`** , which converts the '`ip_list`' tables with pre-defined number of '`EXPLICIT_RULES_LIMIT`' IP ranges, or less, directly to the rule.
Environment variable '`EXPLICIT_RULES_LIMIT`' accepts positive integer values (number of IP ranges) between **1** and **10** .
In order to set the value permanently, it has to be added manually to **all** Check Point shell scripts that define environment variables for the given operating system:
* **On Security Management Server, which runs on UNIX/Linux OS:**
1. In **`$CPDIR/tmp/.CPprofile.sh`** script:
Add this line:
**`EXPLICIT_RULES_LIMIT=`*integer_value*` ; export EXPLICIT_RULES_LIMIT`**
Under this line
`INFODIR=/opt/CPinfo-10 ; export INFODIR`
2. In **`$CPDIR/tmp/.CPprofile.csh`** script:
Add this line:
**`setenv EXPLICIT_RULES_LIMIT `*integer_value***
Under this line:
`setenv INFODIR "/opt/CPinfo-10"`
3. Restart all Check Point services:
**`[Expert@HostName]# cpstop ; cpstart`**
**Note:** to unset this variable, remove it from the above shell scripts.
The line "*INFODIR=/opt/CPinfo-10 ; export INFODIR* " may not exist exactly as written. In later versions, the line appears like this: "*_cpprof_add INFODIR "/opt/CPinfo-10" -1 0*"
* **On Security Management Server, which runs on Windows OS:**
1. Start - Run... - **`"%WINDIR%\system32\rundll32.exe" sysdm.cpl,EditEnvironmentVariables`** - OK
2. Under '`System Variables`' - click on '`New...`'
* name: **`EXPLICIT_RULES_LIMIT`**
* value: integer between **`1`** and **`10`**
* and click '`OK`'
3. Click '`OK`'
4. Reboot the machine
**Note:** to unset this variable, under '`System Variables`' click on this variable and click on 'Delete'.
* **On Multi-Domain Security Management Server:**
1. Go to context of MDS:
