# sk35848 - Cannot install policy to a gateway through another gateway

## Symptoms

- Policy installation to the second gateway fails, even though SIC and logging appears to work correctly. when two Security gateways are on the same network with the Security Management server, but the second one is on a network on the other side of the first gateway.

## Cause

The policy for the second gateway is intercepted by the first gateway.
