## Symptoms

- * When a non-local Remote Authentication Dial-In User Service (RADIUS) or Terminal Access Controller Access-Control System (TACACS) user logs in to the VSNext WebUI, the Virtual System selection drop-down list is greyed out.
* The non-local user (with the necessary adminRole permission) cannot change the Virtual System from the WebUI.
* The same non-local user can change the Virtual System from the Secure Shell CLI.
* A local administrator can change the Virtual System from the WebUI.

## Cause

The WebUI uses permission logic to decide if it must fill and enable the Virtual System drop-down list. This logic examines only local users.

The WebUI logic does not include non-local users, such as RADIUS or TACACS users. Thus, the WebUI does not identify a non-local user as an authorized user for a Virtual System change and does not fill or enable the Virtual System drop-down list. This is true even when the non-local user has the necessary `adminRole` permission.
