# sk184813 - SmartConsole logs display implied rules with inline layer rule numbers

## Symptoms

- SmartConsole may display Management logs similar to:

* Rule Number: 1.0
* Rule Name: Implied Rule

These entries may appear in the context of inline layers, even when no explicit rule seems to match the traffic.

## Cause

Implied rules are evaluated at every layer of the security policy, including all inline layers. When traffic enters an inline layer, the Security Gateway enforces the implied rules associated with that layer before continuing with standard rule evaluation.

As a result, log entries may indicate a match on an implied rule (for example, Rule Number 1.0) within an inline layer.

This behavior is expected and aligns with the product design:

**Example**

The Accept Outgoing implied rule is configured by default with the position "Before Last." Its purpose is to allow outbound traffic originating from the Security Gateway, even if no explicit rule permits it.

In a scenario where an inline layer contains multiple rules that do not explicitly allow traffic from the Security Gateway to a client, the connection may still be accepted due to the Accept Outgoing implied rule.

In such scenarios, logs may show:

* Access rule name: Accept Outgoing (implied rule)
* Access rule number: 1.0 (indicating a match within the inline layer)
