# sk184781 - "service is not available" error when attempting to connect to Web SmartConsole, docker files restart continuously

## Symptoms

- * When you connect to Web SmartConsole, the system displays this error: `service is not available`.

* Docker files such as `diff_report_server`, `icra`, and `mwc` continuously restart. The docker files contain `EACCESS` errors related to specific files such as `/app/server.key` and `log/access.log`.

* The issue persists even after you assign full read/write permissions to these files.

* The desktop SmartConsole client continues to work as expected.

## Cause

Web SmartConsole runs as containerized services that rely on a specific internal Operating System user mapping for `cpsho_user`. (`cpsho_user` is a system user account. It is a special-purpose system user created and managed by Check Point software.)

The mapping must use UID 1000.

If the UID of the `cpsho_user` changes (for example, due to automated provisioning), file ownership and permission mapping for the Web SmartConsole containers become inconsistent.

As a result:

* The containers cannot access required files and fail with `EACCES (Permission denied)` errors.
* The containers continuously restart.
* Web SmartConsole becomes unavailable.
