# sk184617 - Cannot install any policy on the Security Management Server

## Symptoms

- * You cannot install any policy from SmartConsole to Security Gateways.

* During policy installation, SmartConsole displays this error:

  `An Internal Error has occurred`
* The `$FWDIR/log/cpm.elg` or `/opt/CPsuite-R8x/fw1/log/cpm.elg.` log files contain errors similar to:

  `
  The following patterns failed to match in context /opt/CPSFWR82CMP-R82 `  
  `
  Specifically, missing 'hash', 'tmp', 'bin', 'state' directories.
  `
* Additional errors appear in the logs, for example:

  `
  Failed to install policy due to unexpected exception`  
  ` org.springframework.beans.factory.BeanCreationException: Error creating bean with name`  
  ` 'scopedTarget.installPolicyPathsManager' ... nested exception is`  
  ` com.checkpoint.management.policy_installation_is.PathsManager$ParseErrorException
  `
* The issue persists after you reboot the Security Management Server or install the latest Jumbo Hotfix Accumulator.

## Cause

Critical files and subdirectories (including `hash`, `tmp`, `bin`, `state`) are missing from the `/opt/CPSFWR82CMP-R82` directory on the Security Management Server.

These files are required for the policy installation service to initialize required paths. When they are missing, the service fails to start correctly, resulting in internal errors and preventing all policy installations.
