# sk184585 - Concurrent policy installation causes high CPU usage in VSX environments

## Symptoms

- * During concurrent accelerated OR non-accelerated policy installation, a rare race condition may occur on VSX systems resulting in high CPU utilization.

* The following log error message may appear in `$FWDIR/log/fwk.elg`:  

  `
  FW-1 (light_commit_api_stat_cb): Hardware accelerator 0 failed to initialize -
  cphwd_api_init() failed (general_error)`

* OR the following for NON-accelerated policy installation:  
  `
  FW-1 (commit_api_stat_cb): Hardware accelerator 0 failed to initialize - cphwd_api_init(
  `
* In many cases, the problem is resolved after performing a second policy push.

## Cause

A code limitation in the SecureXL commit process in multiple VSX environments.

## Solution

This problem was fixed. The fix is included in:
