# sk184546 - Policy installation failure after upgrading the Security Gateway from R82 to R82.10

## Symptoms

- * Policy installation fails after upgrading a Security Gateway from R82 to R82.10.


* The `$FWDIR/state/__tmp/FW1/install_policy_report.txt` file on the Security Gateway contains errors similar to these:

  14:54:17 4000005 InternalMsg APIPolicyMgr `  
  ` ERROR policy_api_mgr.cpp 2459 fillLayerUidsMap `  
  ` failed to read rulebases from DB
  `

## Cause

If a dynamic layer was configured on the Security Gateway before the upgrade, the first policy installation after the upgrade attempts to load the old database.

R82.10 introduced schema changes, including new columns in the database. The missing columns in the old database cause the policy installation to fail when accessing the database.
