## Symptoms

- * OSPF/BGP fails to start on Standby Security Gateway after changing ClusterXL Sync interface IP address and subnet.

* Error message show in the */var/log/routed_messages* file:

  `
  OSPF2 instance default OspfInterfaceUp(4625): not starting protocol on interface ...`

* Dynamic Routing configuration changes do not resolve the issue.

* Standby Security Gateway stays in a downed state with ROUTED PNOTE in **problem** state, for example:

  ```
  Registered Devices:
  Device Name: routed
  Registration number: 2
  Timeout: none
  Additional description: BGP interface Down -> Up transition
  Current state: problem
  Time since last report: 24.3 sec
  or
  Registered Devices:
  Device Name: routed
  Registration number: 2
  Timeout: none
  Additional description: OSPFv2 Interface Down -> Up transition
  Current state: problem
  Time since last report: 823.7 sec
  ```

  <br />

* Rebooting the Standby Security Gateway alone does not resolve the issue.

## Cause

Protocol synchronization fails because the routed process does not reset its socket after Sync IP address change. As a result, OSPF/BGP sync fails and the standby cluster member remains down with a ROUTED PNOTE in problem state.
