# sk184251 - Gaia Portal and Threat Emulation Daemon are down after reboot of the TE2000X appliance

| Solution ID | sk184251 |
| Date Created | 2025-11-15 |

| Technical Level | General |
| Products | Security Gateway |
| Versions | R82, R81.20 |
| OS | Gaia |
| Platform | TE |

## Symptoms

- * After every reboot of the Quantum TE2000X appliance:

  * Access to the Gaia Portal fails.
  * Secure Shell (SSH) access to the Security Gateway remains functional, but all `tecli` commands fail with error "*TED is down*"
  * This issue persists for a period ranging from 1 hour to overnight, after which the Gaia Portal is accessible again and the Threat Emulation Daemon (TED) resumes working.
  * The *$FWDIR/state/local/FW1/install_policy_report.txt* file on the Security Gateway shows this error:

"*FWInstallPolicyApp ERROR fw_install_policy_app.cpp 520 loadCommit FWD refresh failed*".

  * The *$FWDIR/log/fwd.elg* file on the Security Gateway shows: "*cp_timed_blocker_handler*".

  * Manually installing the policy after reboot immediately restores both the Gaia Portal and TED functionality.

## Cause

After reboot, the FWD process failed to refresh properly, causing TED and the Gaia Portal to remain down until policy is manually installed or sufficient time passes.
