# sk183828 - The URL Filtering policy does not consistently match Custom URL objects

## Symptoms

- * The URL Filtering policy does not consistently match Custom URL objects configured for *api.frame.io* , *worksapis.com* , and *auth.worksmobile.com*.

* Running the command "`curl -v`" to these URLs sometimes works, and sometimes it does not.

* Traffic matches the default deny rule instead of the intended custom URL rule.

* Other custom URL objects function as expected (for example, Adobe); only the three specified URLs are affected.

* Applying the solution in sk106623 to modify the URL object format (for example, adding wildcards) does not resolve the issue.

## Cause

The setting for Website categorization is Background Mode. In this mode, connections are allowed while the Security Gateway continues to categorize the URL in the background. This can lead to inconsistent matching for some custom URL objects.
