# sk183774 - Identity Broker fail to connect with the error message "CRL check: can't download CRL"

## Symptoms
- * After initial configuration of Identity Broker as per the admin guide, the Publisher cannot connect to the Subscriber.
* Running `pdp broker status -e` on the CLI of the Identity Publisher shows the error *CRL check: can't download CRL*.
* The implied rule '`Accept Control Connections`' is disabled on the Subscriber's Management Server/CMA Domain.
## Cause
In Identity Broker, the Publisher downloads the CRL directly from the Subscriber. The Publisher does **not** download the CRL from the Management Server/CMA Domain.
The implied rule 'Accept Control Connections' allows an Identity Subscriber to be a relay between the Identity Publisher and the Management Server/CMA Domain.
In an environment where this implied rule is disabled on the Identity Subscriber's Management Server/CMA Domain, you must create additional rules so that Identity Broker can work.
