# sk183563 - Policy installation delayed due to FWM process load

## Symptoms

- * Policy installation took about 20 minutes. Out of these, policy conversion lasted for 12 to 16 minutes. Debug data was collected using [sk159452](https://support.checkpoint.com/results/sk/sk159452):

* FWM process consumed 100% of CPU resources, while the policy installation progress in SmartConsole remained at 50%.

This problem was fixed. The fix is included in:
