## Symptoms

- * After upgrading to R81.20, the Updatable Objects package is missing from the directory
  *$CPDIR/database/downloads/ONLINE_SERVICES/1.0*.

* This issue causes the Security Gateway to load with the "Initial Policy/Default Filter", leading to a traffic outage.

* In non-Maestro Cluster environments, when performing a Central Deployment Tool (CDT)-based upgrade or Jumbo Hotfix installation, the CDT process fails after upgrading the first Standby Member, preventing further upgrades in the cluster.
