# sk182980 - Policy installation on cluster member fails with error code: 0-3-2000174

## Symptoms

- * Policy installation on cluster member contains with this error:   
  "*Policy installation failed on gateway. If the problem persists contact Check Point support (Error code: 0-3-2000174)*.

* The log file *$FWDIR/state/__tmp/FW1/install_policy_report.txt* shows this error:   
  "*cmi_loader_update_apps: signatures_done_cb failed for app FILE_SECURITY (12)*".

* Debugging with this command `fw -d fetchlocal -d $FWDIR/state/__tmp/FW1/ &> /var/log/fetch_debug.txt` shows this output:  


  *\[ERROR\]: add_hash_iter_cb: av_global_cmi_params_us-\>ioc_sigs_bloom_filter doesn't exist*   

  *\[ERROR\]: MD5Serializer::serialize: malware_av_hash_parser_parse() failed*   

  *\[ERROR\]: file_security_add_signatures_end_cb: 0# void throw_with_trace(std::logic_error const\&) in /opt/CPsuite-R81/fw1/lib/libmalware.so 1# amw::MD5Serializer::serialize(s_amw_shared_serialized_opaque\*) in /opt/CPsuite-R81/fw1/lib/libmalware.so*.

## Cause

The cluster member on which the installation failed is missing the file `ioc_gen_params.C`.
