## Symptoms

- * Policy installation fails on the Active ClusterXL Member with this message:

  `Policy installation failed on gateway. If the problem persists contact Check Point support (Error code: 0-1-2000240).`
* Policy installation fails on the Standby ClusterXL Member with this message:

  `Policy installation failed on gateway. Cluster policy installation failed (see sk125152).`
* The `/var/log/messages` file on the Standby ClusterXL Member contains this line:

  `fwha_periodic_policy_state_check: CLUS-120003-1: Cluster policy installation failed (failure event - timeout) - resume the old policy`

## Cause

Cluster policy installation failed due to long negotiation between the cluster members.
