# sk181092 - VSX Maestro Security Group Has POLICY PNOTE Error After Upgrade to R81.10 via CPUSE

## Symptoms

- * Only one Maestro Security Group Member (SGM) is active after a policy installation to the Virtual System (VS) from the Security Management Server. The other SGMs change their state to down with a POLICY PNOTE.   
  **Notes** :
  * You upgraded the SGM from a lower version to R81.10 or above through CPUSE.
  * You applied [sk178045](https://support.checkpoint.com/results/sk/sk178045) to fetch the policy to a Virtual System (VS).
  * The Threat Prevention blade is not enabled on the VS.

* The `$FWDIR/log/blade_config` log from the SGM in the DOWN state contains this error:
