## Symptoms

- Migrate Export from R81.10 to R81.20 runs to 18% then fails with the IPS error:  
`Exporting the Management Database`  
`Operation started at [DATE TIME]`  

`...: Failed to export: Expected 1 IpsUpdatePackageMap for workSession ID 'ff914fbe-e792-49f4-aa3d-f69f35f9f13a', got: 0`

## Cause

The IPS silent update package entry in the `ipsupdatepackagemap_data` table is deleted.
