# sk180382 - No access to Gaia Portal on the Security Management Server

## Symptoms

- * This error appears when you get access to the WebUI:  
  *This site can't be reached*  
  *\<IP Address\> refused to connect.*

* The "`ps aux |grep httpd2`" command does not show applicable results:  
  `[Expert@MGMT:0]# ps aux |grep httpd2`  
  `admin 215055 0.0 0.0 2644 580 pts/2 S+ 20:53 0:00 grep --color=auto httpd2`

  <br />

* Restarting the *httpd2* process with "`tellpm`" does not cause the process to start:  
  `[Expert@MGMT:0]# tellpm process:httpd2`  
  `[Expert@MGMT:0]# tellpm process:httpd2 t`  
  `[Expert@MGMT:0]# ps aux |grep httpd2`

* This error appears when you start the *httpd2* process manually:

* This error appears when you open security policies in SmartConsole:  
  *Could not load the selected policy.*

## Cause

There is no *sic_cert.pem* file (refer to the fourth symptom above).   

The *httpd2* process requires the *sic_cert.pem* file.
