## Symptoms

- * You created a new Virtual System (VS) and pushed it successfully to the Single Management Object (SMO) in SmartConsole. The new VS does not appear on the non-SMO Security Gateway Members (SGMs) when you run the "`vsx stat -v`" command.

* The "`asg monitor`" command shows that non-SMO members are in a down state with a VSX Problem Notification (PNOTE).

* The */var/log/messages* and *fwk.elg* files on the affected SGMs show that the VSX PNOTE was registered shortly after you created the VS.

  `
* Attempts to manually synchronize the configuration between the SMO and the non-SMO members are successful, but the VS configuration is not pushed.

* Restoring a snapshot from the SMO to the non-SMO members resolves the mismatch in the VSX configuration between SGMs, and all SGMs become Active.

## Cause

The licenses on the non-SMO SGMs are not sufficient for the VSX configuration you wish to push.

This conflict between the SGMs and the number of configured VSs causes the VSX PNOTE and the down state.
