## Symptoms

- Cluster state is stuck at the init stage during Maestro upgrade procedure.

## Cause

Usually, this issue occurs only on a Virtual System Extension (VSX) during an upgrade when the policy fails on one of the Virtual Systems (VSs).

The most common reason for this issue is that the *sp_upgrade* script stopped in the middle of the policy installation on the VSs because of a Security Gateway Member (SGM) reboot, a crash, CTRL+C, and more.

<br />

## Solution

If the *sp_upgrade* script stopped during the upgrade process, run the script again.
If the issue persists, take a snapshot for backup purposes and start the upgrade from scratch, or [Contact Check Point Support](https://www.checkpoint.com/support-services/contact-support/).

**Notes** :

* Run the `vsx stat -v` command and look for VSs without a policy. If you find VSs without a policy, check why and address the problem.
* Run "`vsenv <vs_id>`" and look for the failure reason in:
  *vi $FWDIR/state/local/FW1/install_policy_report.txt*.
