## Symptoms

- * Policy Installation on a Security Gateway fails with:

  *Policy installation failed on gateway. If the problem persists contact Check Point support (Error code: 0-2000030)*
* Output of the "`policy_debug.sh`" script on the Management Server ([sk159452](https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk159452)) with no options shows in the *install_policy_report.txt* file:

  *Detected the policy install flow moved to 'fwm load'*
* Output of the "`policy_debug.sh`" script on the Security Gateway ([sk159452](https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk159452)) with no options shows in the *install_policy_report.txt* file:

  *'fw_rfetchx_local' failed*

## Cause

On the Security Gateway, the sizes of files in the *$FWDIR/state/local/AMW/* directory are zero.
