# sk178386 - Users cannot submit data to ELSTER (German tax authority) when HTTPS Inspection is enabled

## Symptoms

- * Users cannot submit data to ELSTER (German tax authority) when HTTPS inspection is enabled.
* The issue can occur when HTTPS Inspection bypass for the URL Category "Financial Services" is configured.
* In most cases, no log appears for the connection to ELSTER.

## Cause

The ELSTER server requires Client Certificate authentication, which is not supported with HTTPS Inspection.  

An HTTPS Inspection Bypass for websites that require Client Certificate authentication must be configured with **Source** , **Destination** , and **Service** , and not with **Category/Custom Application**.
