# sk177928 - Policy installation takes longer than usual

## Symptoms

- Policy installation and "where used" operation take a long time or fail with timeout if there are many inline layers and the "Install On" targets in the Rule Base are not defined as "Any".   

Issue is observed starting from:

* R81.10 Jumbo Hotfix Take 14
* R81 Jumbo Hotfix Take 51
* R80.40 Jumbo Hotfix Take 150
* R80.30 Jumbo Hotfix Take 241

## Cause

The "where used" operation takes a long time due to the calculation of each rule's parent.
