# sk177386 - Some users cannot access the internet after authenticating with Captive Portal

## Symptoms

- * Some users cannot access the internet after they authenticate successfully with Captive Portal.
* A Security Gateway that is a Cluster Member in Load Sharing mode does not identify user identities, and drops traffic by defined rules.
* Identity Session Conciliation is not configured.
* Output of the command "`# pep show user query usr `;" shows the same output for a user unique session on all Security Gateways. Output of the command "`# fw tab -t pep_src_mapping_db`" shows different unique user session on different Security Gateways.

## Cause

The Policy Decision Point (PDP) gets user identities from multiple sources.  
Because Identity Conciliation is not configured, the PDP failed update latest user unique session to all Cluster Members.
