# sk177129 - Policy verification fails with the error "Layer 'Network': Rule <x> has security zone objects that are not attached to any interface used in <x>"

## Symptoms

- Policy installation fails with error message "*Layer 'Network': Rule \<NUMBER\> has security zone objects that are not attached to any interface used in \<NAME OF CLUSTER\> \<NAME OF SECURITY ZONE\>.*", even though the Security Zone object is configured on one of the cluster interfaces.

## Cause

When the cluster member with highest priority does not have an interface attached to the used Security Zones, policy verification fails.

If you choose not to upgrade, follow these steps:

1. In SmartConsole, double-click on the Cluster object.  
   The**Gateway Cluster Properties** window opens.
2. From the tree, select **Cluster Members**.
3. In the table, select the object of the Cluster Member with an interface attached to the affected Security Zone.
4. Click **Increase Priority**. Make sure that the first Cluster Member in the table is the Cluster Member with an interface attached to the affected Security Zone.
5. Click **OK** .  
   Security Management recognizes configuration of the interface on the Cluster.
