## Symptoms

- * The "`arp -an`" command shows a large number of entries in "`incomplete`" or "`failed`" state.

* The ARP table is always filled with a large number of entries.

## Cause

After a change to kernel 3.10 in Security Gateway versions R80.40 and higher, and in Security Management versions R80.20 and higher, the behavior of the ARP cache garbage collector changed.
