# sk174849 -  Policy installation fails with "failed to generate the rulebase. Operation ended with errors" error

## Symptoms

- Policy installation on a Security Gateway with the Application Control blade enabled, fails with this error: "Failed to generate the rulebase. Operation ended with errors."

## Cause

Jumbo take installed on the Security Management Server is 114 or higher.  
This is not an issue but an expected behavior included in R80.40 JHF T114.  
It checks for '\*' characters in the URL list for Application/Site objects, and policy installation fails if any objects are found.  

The fix optimizes URL creation and is meant to assist with preventing configurations that might impact the Security Gateway's performance.
