# sk173004 - Telnet command shows "connected" for sites forbidden by the rulebase.

## Symptoms

- The "`telnet` command shows "`Connected`" for sites that are not permitted by the rulebase

## Cause

The "`telnet`" command only checks connectivity. It does not use the resource.

<br />

## Solution

This is an expected behavior.   

The "`telnet`" command does not show if sites are blocked.  

**Example** :   

This rulebase forbids only some categories, including gambling:

When the user runs the "`telnet`" command to www.gambling.com, the output shows "`connected`".

But the page is blocked, and the UserCheck portal is displayed:

The URL Filtering engine looks at the HTTP request, and not only at the IP address.
