## Symptoms

- * No response to pings sent to Cluster VIP after successfully deploying the Cluster in Huawei Private Cloud (OpenStack).

* Following drop is seen in kernel debug:  

  `
  fw_log_drop_ex: Packet proto=-1 ?:0 -> ?:0 dropped by fwha_process_outgoing_arp Reason: Active member sends ARP requesting for VIP`
