# sk169359 - ClusterXL messages logs show DOWN / ACTIVE with "Reason: FULLSYNC and ADMIN_DOWN" During Policy Install

## Symptoms

- * ClusterXL messages logs show DOWN / ACTIVE with "Reason: FULLSYNC and ADMIN_DOWN" During Policy Install.

* Following logs are seen in /var/log/messages:  
  `
  [DATE TIME] cpmodule kernel: [fw4_1];CLUS-220011-1: freeze state on remote member 2 has changed from OFF to ON
  `  
  `
  [DATE TIME] cpmodule kernel: [fw4_1];CLUS-116000-1: State change: ACTIVE -> `**DOWN**` | Reason: FULLSYNC and ADMIN_DOWN
  `  
  `
  [DATE TIME] cpmodule kernel: [fw4_1];CLUS-116004-1: State change: DOWN -> `**ACTIVE**` | Reason: FULLSYNC and ADMIN_DOWN
  `  
  `
  [DATE TIME] cpmodule kernel: [fw4_1];CLUS-120009-1: Cluster policy installation state freeze OFF (Time=181714766, Caller=policy change - finished changes (fwha_start))`

## Cause

During policy install the firewall will **by default** activate a '*freeze state*' for a short period of time while it changes the policy to the new policy in an effort to stop cluster flapping if a problem notification (PNOTE) is registered.
