# sk169259 - Policy installation to R77.30 gateway fails when using R80.20 Management with Jumbo Hotfix Take 173

## Symptoms

- * Policy installation from Multi-Domain or Security Management server to R77.30 Security Gateway fails when using R80.20 Management with Jumbo Hotfix Take 173.  

* The following erro ris displayed in SmartConsole:  

  `

  "/opt/CPR77CMP-R80.20/conf/XXXXXX.W", line 39: ERROR: Cannot use : Not in Scope`  
  `
  Failed to read rule-base '/opt/CPR77CMP-R80.20/conf/XXXXXX.w'`  

* `$MDS_TEMPLATE/log/cpm.elg` file shows:   

  `*##PERF_MSG_IDENTIFY##* {"duration_data":[ {"duration":5.524864784010134,"name":"duration_of_legacy_verification"}]}`  

  `Failed to read rule file:&R77CMP`  
  `"/opt/CPR77CMP-R80.20/conf/xxxx.w", line 39: ERROR: Cannot use <::Log>: Not in Scope&R77CMP`  
  `Failed to read rule-base '/opt/CPR77CMP-R80.20/conf/XXXXX.W'&R77CMP`  
  `Operation ended with errors.&R77CMP`  
  `*##MSG_IDENTIFY##*8&2&Operation ended with errors.&<NULL>&<NULL>&1&R77CMP`

## Cause

R80.20 Jumbo Hotfix Take 173 uses *gulli_cmp* package which was built with wrong dependencies.
