## Symptoms

- * Error: "Layer 'Application': Rule 1: No security policy can be installed on the Target because it is not a firewall, is not internally managed, or has no interfaces." when trying to install policy.

* In some cases it happens after an upgrade / new installation, when not all objects are set up.

## Cause

The policy contains in its targets list, an object that is not defined correctly.
