## Symptoms

- * "No upgrade tools package is installed for R8x.xx version" message when installing a hotfix
* Update verification fails with "No upgrade tools package is installed for R8x.xx version. To download the package manually refer to sk135172. Restart verify process using -skip_upgrade_tools_check flag."
* /opt/CPInstlog/DeploymentAgent.log shows "Import of Upgrade Tools package ngm_upgrade_wrapper_xxxxxxxxx_1.tgz, build xxxxxxxxx: the package was already imported but not installed."
* Another installation of the NGM Upgrade Wrapper according to sk135172 is not possible and fails, because a "Newer or equal build of this package is already installed."

## Cause

The CPupgrade-tools-R8x.xx package is not installed completely.
