## Symptoms

- * Output of cphaprob syncstat shows: `"Sync status: Off - Policy unloaded"`.
* Output of cphaprob stat shows Active/Standby on both Cluster members.
* Initiating fullsync via CLI temporarily resolves the issue until the next reboot.

## Cause

'Use State Synchronization' is disabled for the cluster in SmartConsole.
