# sk158892 - When staging a new cluster object, policy installation on any other Security Gateway fails on verification with error: "must have trusted (secure) network"

## Symptoms

- When staging a new cluster object, policy installation on any other Security Gateway fail in the verification stage with the below message:  

`
"Status: Verification of policy '<Policy Name>' completed with errors`  
`
`  
`
Details: Error: Layer ''<Access Policy Layer Name>: Regardless of state synchronization, Cluster '<Staged Cluster Name> must have a trusted (secure) network defined for normal clustering operations"`

## Cause

All Security Gateways share the same objects database, thus such staged cluster objects (objects partially created) will fall within this database and if the object is not compliant (ie: missing topology) it will cause verification to fail by design.
