# sk157892 - Traffic over route-based VPN tunnel dropped for "empty" reason: "dropped by vpn_drop_and_log Reason: "

## Symptoms

- * Traffic is dropped for an "empty" reason when using a route based VPN tunnel: "fw_log_drop_ex: Packet proto=6 X.X.X.X:XXXX -\> Y.Y.Y.Y:YYYYY dropped by vpn_drop_and_log Reason:"
* kernel debug output looks like this:  
  ;17Jun2019 15:59:52.928341;\[cpu_1\];\[fw4_2\];get_msa_by_mspi: Could not find MSA 23 (i: 0) in meta_sas table. rc=-1, ret=-1;  
  ;17Jun2019 15:59:52.928342;\[cpu_1\];\[fw4_2\];vpn_policy_handle_conn_with_opaque: ERROR: failed to get meta sa for mspi 23 (i: 0);   
  ;17Jun2019 15:59:52.928342;\[cpu_1\];\[fw4_2\];vpn_tagging_outbound_policy_chain_ex: Error writing opaque on connection.;
* Pushing policy resolves the issue.

## Cause

A change was made, such as deletion or editing, to the VTI interface related to the problematic VPN tunnel, but policy was not pushed to the gateway/cluster after the change was made.
