# sk150252 - SAM drops occur without SAM rule defined in the policy

## Symptoms

- * Traffic is dropped with "`fw_handle_first_packet Reason: sam filter block or reject;`" although no SAM rule exists in the policy.

* "`fw sam_policy get`" output does not display a rule that matches the drop.

* "`fw sam -v -D`" was run to delete SAM rules, but the drops still appears.

## Cause
