# sk149972 - Policy Installation intermittently fails and "SIC error 148" is displayed

## Symptoms

- * Policy Installation intermittently fails and "SIC error 148" is displayed

* SmartConsole frequently shows the Security Gateway object with a red X/unavailable

* FWM debug (according to [sk86186](https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk86186)) on the Security Management server shows that the connection timed out after 35 seconds waiting for the gateway's response:   

  `cpd_ping_client : ping_error: SIC Error for CpdPing: timeout elapsed during authentication protocol.`  
  `
  SIC Error for CpdPing: timeout elapsed during authentication protocol.`  
  `
  ReportConnectionFailureToHolders: failed to establish AMON session due to a sic error 'SIC Error for amon: timeout elapsed during authentication protocol.' error code 148`

* CPD debug (according to [sk86320](https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk86320)) on the Security Gateway shows "Warning:cp_timed_blocker_handler" messages of the following 2 types for very long periods (30-200 seconds):   

  `Warning:cp_timed_blocker_handler: A handler [0xf6aa3520] blocked for 180 seconds.`  
  `
  Warning:cp_timed_blocker_handler: Handler info: Library [/opt/CPshrd-R80/lib/libcpstatext.so], Function offset [0x13520].`

* CPD debug shows the following error messages:   

  `osstatagent_refresh_raid_data: refreshing raid info.`  
  `
  osstatagent_refresh_raid_data: failed to fetch raid info.`  
  `
  amon_dll_get_status:cannot refresh data`

* clish may be very slow.

## Cause

SNMPD traps are configured with a very low polling frequency (For example 1 second interval):

`> show configuration snmp`  

` ........`  

` set snmp traps polling-frequency 1`

The SNMPD process query the RAID system so frequently that it causes the CPD process to be stuck performing this operation and preventing it from responding in a timely manner to the Security Management server therefore timing out and causing SIC failure.
