# sk147992 - VRRP cluster does not fail over on changing priority or restarting services

## Symptoms

- * Master member does not failover even when priority is reduced to be lower than the other member.
* Increasing the priority for backup does not help either. Debugs can verify that priority advertisement messages are seen by the Master.
* Stopping services on one of the members also does not initiate a failover.
* Both preempt mode and monitor firewall state are disabled on the VRRP instance.

## Cause

If preempt mode is disabled, the Master does not monitor value of priority for staying Master. In order to do manual failover using priority values, preempt mode needs to be enabled on the cluster.

Similarly, if monitor firewall state is disabled, check point services are not monitored. VRRP runs on the OS layer , independent of Check Point processes.
