# sk142712 - Active/Active state on ClusterXL HA after policy installation

## Symptoms

- * Both ClusterXL HA members become active after policy installation. Another policy installation may fix the issue.
* The issue happens during policy installation, with the following line seen in /var/log/messages:  
  ` [DATE TIME] HOSTNAME kernel: [fw4_1];FW-1: fwha_state_freeze: turning freeze type 0 ON (time=10185335, caller=fwha_set_conf)`

## Cause

The issue occurs due to high CPU load on both ClusterXL members (probably due to cluster policy installation), the STANDBY member did not hear the ACTIVE member during a long time of installation, and changed its state to ACTIVE.
