# sk135712 - Implied rules do not work after migration of the Security Management from R77.30 to R80.10

## Symptoms

- * Traffic which should match Implied rules is blocked by Application Control after migrating the Security Management server from R77.30 to R80.10.
* Control connections between Security Management server and Security Gateway (for example: port 18191, 18192) are not matched by implied rules on the Gateway.
* When adding explicit rules to match the control connections, traffic is working.

## Cause

Race condition after an upgrade.
