# sk131952 - A gateway does not participate in the cluster

## Symptoms

- * HA module not started even though cluster membership was enabled for this gateway in cpconfig: \[Expert@HostName\]# cphaprob stat HA module not started.
* Sync is not enabled and 'fw -d ctl setsync start' does not enable it: \[Expert@HostName\]# fw ctl pstat ... Sync: off
* The default policy is loaded instead of the designated policy for this gateway: \[Expert@HostName\]# fw stat Warning: Can't find ::cpsb-ia in cp.macro. License version might be not compatible HOST POLICY DATE localhost InitialPolicy 13Jul2018 2:10:47 : \[eth3c1\] \[
* Cluster member is no part on same CMA/SMS

## Cause

A policy must be loaded onto the gateway in which it is configured to be part of a cluster before the HA module can be properly started.  

HA must be part of same CMA/SMS
