# sk129893 - "One of the targets specified in a Threat Rule 'Install On' field doesn't comply with the field's condition" validation error in Threat Prevention policy

## Symptoms

- When the user tries to add a Threat Prevention policy to a new Access Control policy, the following error appears:   
`"One of the targets specified in a Threat Rule 'Install On' field doesn't comply with the field's condition. Either enable one of the Threat-Prevention blades on the gateway, or remove it from Threat-Prevention policy, see usages using 'Where Used'".`

## Cause

The user has placed, under the **Install On** tab, policy targets from several Security Gateways (including R77 Security Gateways). The only permitted policy targets for the **Install On** tab are those from the R80.10 Security Gateway. When this happens, the system will create an inline rule to all R77 Security Gateways with an automatic comment: "Pre R80 gateway enforces IPS from the IPS layer".
