# sk126812 - Unable to create Suspicious Activity Monitoring (SAM) Rule for one cluster member in SmartView Monitor

## Symptoms

- * The user is unable to fetch or create SAM rules for one cluster member while successfully doing so for other cluster members.
* The user sees the following errors:   
  `"Failed to Monitor SAM."`   
  `"Unable to fetch Suspicious Activity Rules from: Gateway/Cluster_Name"`   
  `"Unable to fetch Suspicious Activity Rules from: Gateway/Cluster_Name"`

## Cause

Unsynced time between the Security Gateway cluster and the Security Management Server causes issues with Secure Internal Communication (SIC) and with encryption.

## Solution

1. Synchronize the time between Gateway clusters and the Security Management Server.

2. Uncheck "Use early versions compatibility mode" from the below path:

**Smart Console** --\> **Gateway/Cluster Object** --\> **Other** --\>**SAM**
