## Symptoms

- cpda shows the following entries:

d44 Policy with same type, id and mod date but with different pac, was already downloaded. It's content will be taken instead of downloading from server/cp `

## Cause

The SYSTEM account was denied read access to the following file: **"C:\\ProgramData\\Microsoft\\Crypto\\RSA\\S-1-5-18\\50cb7ee8cf6f0fa40858be87ed8658b1_2dad9029-f90e-4dca-b3dc-37e36eb7e29a"**.

This file contains cryptography keys for policy encryption. Without these keys, the user cannot encrypt a policy and store it on a disk.
