## Symptoms

- The following message appears in SmartConsole when user installs the Threat Prevention policy: `"Threat Prevention Policy - Line X: For better performance, blade exception rules with action "inactive" should be above other exception rules."`

## Cause

The warning message above appears in two circumstances:

1. There is an exception rule in the rule base whose action is set to "Inactive"; other rules exist below this rule.
2. There is an exception for a specific protection followed by an exception for a blade, regardless of the exception rule action. {#_plain_text_marker}
