# sk121634 - Locally managed SMB appliances in a cluster do not synchronize

## Symptoms

- * Output of the `cphaprob stat` command shows that one cluster members is "Down".  

* Output of the `cphaprob -l list` command on the "down" cluster member shows:  

  `Device Name: Synchronization`  
  `
  Current state: `**problem**   
* The `$FWDIR/log/sfwd.elg` file shows:  

  `fwsyncn_connected: connection to ... failed. error=-1`
* Output of the "`fw ctl zdebug drop`" command on the Active cluster member shows:  

  `dropped by fw_handle_first_packet Reason: Rulebase reject - Default policy (Internal);`
* Output of the "`fw ctl pstat/``" command on one cluster member shows that Sync is off, or cannot Send/Receive packets.`

## Cause

**Strict** Firewall Policy setting is selected, instead of **Standard**.

As per sk112858, three settings are available:

1. **Off** - Allows all traffic.
2. **Standard** (default) - Allows traffic between internal networks.
3. **Strict** - Drops all traffic, unless explicitly allowed in the Access Policy -\> Firewall Policy page.
