# sk121073 - Standby Cluster member in "Down" state with routed PNOTE in problematic state

## Symptoms

- * The `"cphaprob state"` command shows standby member is in "`Down`" state.
* The `"cphaprob -l list"` command shows "routed" Pnote is in "`Problematic`" state.
* The `routed.log` file shows logs in the following pattern relating to dynamic routing:

  ```
  
  [DATE TIME] bgp_peer_init(6753): peer x.x.x.x (External AS 33576) idled,  we are not the cluster master 
  [DATE TIME] cpcl_pnote_report(4698): set routed pnote flag 0x2 to PROBLEM, routed_pnote = 0x3
  [DATE TIME] bgp_init(7936): we're not cluster master, not starting ping.
  ```

* Reboot, restart of routed or `cpstop;cpstart` of Security gateway does not resolve the issue.

## Cause

Dynamic routing was only configured on one (Standby) cluster member.
